flat out doesn't have anything to do with re-registering dll's. microsoft has been very poor in dealing with this issue. I have it on 4 computers and the only temp fix is to hide the update.

This worked for me on every computer I tried. It re-registers that DLL and allows these updates to be applied successfully.
